The tour was part of planning discussions for Vigilant Guard, an emergency-preparedness exercise hosted by the Pennsylvania National Guard that is scheduled to include Lithuanian military and rescue personnel as part of the partnership between the Pennsylvania Guard and Lithuania through the National Guard Bureau's State Partnership Program.
