Joint Doctrine, Training, and Force Development (J-7)
Mission: Function as staff proponent for National Guard joint force development, operational planning, joint doctrine, education and professional development, training exercises, readiness, and assessment.

 

Major Functions
  • Function as staff proponent for National Guard joint force development, operational planning, joint doctrine, education and professional development, training exercises, readiness, and assessment.
  • Pursues joint force development through joint doctrine, training, tactics, techniques, and procedures.
  • Functions as NG Office of Primary Responsibility (OPR) for joint education, training, exercises, and assessments.
  • Functions as NG Office of Primary Responsibility (OPR) for Training Transformation within the National Guard.
  • Provides National Guard input to Combatant Command (COCOM) war plans, with emphasis on homeland defense/homeland security. Assists the Adjutants General and National Guard commands in the preparation of supporting plans, programs, activities, exercises, and training.
  • In cooperation with the COCOMs, the Joint Staff, Services, and OSD, exercises and improves National Guard capabilities to support the COCOMs and the Governors.
  • Oversees and manages the National Guard joint exercise and assessment programs.
  • Addresses National Guard war-fighting capabilities required to support COCOM plans.
  • Develops and promulgates National Guard operational plans, studies and concepts, or provides input to and review of similar products developed by OSD, the Joint Staff, the COCOMs, and others as appropriate.
  • Oversees the National Guard Joint Professional Military Education(JPME) program. Formulates JPME policy and programs for the National Guard. Coordinates periodic review of all National Guard training institutions conducting JPME training.
  • Responsible for coordination and oversight of all JPME instruction taught at National Guard education centers.
  • Oversees and manages other National Guard joint and special purpose education programs.
