McKinley is sworn in by Secretary of Defense Robert Gates as the 26th chief of the National Guard Bureau during a ceremony at the Pentagon, where he was also promoted to his current rank, Monday, Nov. 17, 2008. McKinley is the first Guard officer to be promoted to the four-star rank.

General Vasyl Kvashuk, director of the Ukrainian Army's Civil Protection Department, addresses Brig. Gen. William H. Wade II, adjutant general of the California National Guard, and other key leadership on Nov. 12, 2008, at the Joint Force Headquarters in Sacramento. The Urkainian team led by Kvashuk was in California to participate in Vigilant Guard '09, the National Guard's weeklong disaster-response exercise. Kvashuk discussed Ukraine's response to the July 2008 floods that decimated lives and homes in Western Ukraine.

Col. Tom Blackstock, commander of the 265th Regional Support Group, pins the streamer for the Navy Presidential Unit Award to the unit's guide-on. The Metter, Ga. based unit became the only unit in Georgia Army National Guard history to be awarded a Navy Presidential Unit Citation during a ceremony Nov. 1 at the Metter Armory.
