McKinley is the first Guard officer to be promoted to the four-star rank.

The Urkainian team led by Kvashuk was in California to participate in Vigilant Guard '09, the National Guard's weeklong disaster-response exercise. Kvashuk discussed Ukraine's response to the July 2008 floods that decimated lives and homes in Western Ukraine.
