Steven Quinones, from Tappan, N.Y., was the first National Guard member chosen for a fellowship with the Defense Advanced Research Projects Agency in Arlington, Va., from September to December 2019. Quinones, a signal officer assigned to the 42nd Infantry Division, worked alongside service members from across the military as well as Department of Defense civilians to develop new technologies.
