U.S. Army Sgt. Disaster survivors Garry and Donna Shinn tell the story of their response to Hurricane Sandy, which devastated a portion of their home in Oceanside, New York on October 29, 2012, when the storm surge from Hurricane Sandy submerged their car and devastated the first floor of their home.
