The Commandant of the Marine Corps, Gen. David H. Berger, takes pleasure in promoting Col. David J. Bligh to the rank of Major General in a ceremony at Marine Barracks Washington. Upon his promotion, Col Bligh is slated to serve as the Staff Judge Advocate to the Commandant of the Marine Corps.
