BRIGADIER GENERAL ROY E. UPTEGRAFF III
Air National Guard Assistant to the Commander, Air Mobility Command
Brigadier General Roy E. Uptegraff III serves as Air National Guard Assistant to the Commander, Air Mobility Command. In this capacity, he is responsible for advising the Commander and staff on all issues impacting the Air National Guard. He ensures requirements to support the Air National Guard are included in all planning, programming and execution phases of Air Mobility Command mission elements. General Uptegraff is responsible for the coordination of Air National Guard issues through the Director of the Air National Guard.
General Uptegraff enlisted in the Pennsylvania Air National Guard in 1979 as a pilot candidate. His first 12 years in the Air National Guard were as a traditional guardsman. In late 1990, General Uptegraff was mobilized and flew combat support missions in Desert Storm. Upon his return, he joined the full-time technician force of the 171st Air Refueling Wing as an instructor pilot. He later deployed as a pilot in support of Operation Restore Hope, the Somalia Humanitarian Relief Operation, and was the Air Operations Officer on deployments to Italy and France in support of Allied Force and Joint Forge. He has been the 171st Wing's Chief of Scheduling and the Air Operations Officer for the 147th and the 146th Squadrons and Operations Group where he was mobilized and served as Commander, 583rd Expeditionary Air Base Group, Sigonella Naval Air Station, Italy during Operation Iraqi Freedom. In 2009, General Uptegraff served as the Deputy Joint Task Force Commander for the Title 32 Forces for the International Group of Twenty Summit held in Pittsburgh. He also served as Commander, 313th Air Expeditionary Wing, supporting Operation Odyssey Dawn and later Operation Unified Protector. General Uptegraff has been the 171st Wing's chief of scheduling and the Air Operations Officer for both the 147th and the 146th Squadrons and Operations Group. He is a command pilot with more than 5600 flying hours. Under his command, the 171st Operations Group had one of the safest flying records in the Air Force with over 230,000 mishap-free flying hours.
