Maj. Gen. Roger E. Williams, Jr. served as the Air National Guard Assistant to the Commander, United States Transportation Command (USTRANSCOM), Scott Air Force Base, Illinois. In this capacity, he was responsible for advising the Commander and staff on all issues impacting the Air National Guard. He ensured requirements for the Air National Guard are included in all planning, programming and execution phases of United States Transportation Command mission elements: airlift, aerial refueling, special air mission and aeromedical evacuation. He was responsible for the coordination of Air National Guard issues through the Director of the Air National Guard.

General Williams was commissioned in 1985 through the Air Force Reserve Officer Training Corps program at North Carolina A&T State University and attended Undergraduate Pilot Training at Laughlin AFB, Texas. He has deployed on several occasions supporting operations Enduring Freedom, Iraqi Freedom, Provide Comfort, Provide Promise and Deny Flight. His most recent deployment in 2016 was as the Director of Mobility Forces, United States Air Forces Central Command, Al Udeid Air Base, Qatar. Prior to his former position, General Williams was the Air National Guard Assistant to the Commander, Air Mobility Command, Scott AFB, Illinois.
