The Retirement Services Program supports Soldiers and their families in preparing for retirement, as well as families of Soldiers who die on active duty, Retired Soldiers, surviving Spouses, and their Families. Retirement Services Officers (RSOs) at National Guard State Headquarters and major Army installations provide: 1) counseling to these groups on their rights, benefits and entitlements, 2) Survivor Benefit Plan (SBP) counseling and assist with maintaining SBP elections, 3) Reserve Component Survivor Benefit Plan (RCSBP) counseling and assist with maintaining RCSBP elections and 4) keep the retiree population informed of law and benefit changes.

Mission. Support the 54 States, Territories, and the District of Columbia Retirement Services Teams with policy, resources, standardized procedures, education and training to ensure a seamless transition of Army National Guard Soldiers and their families from active military service to active Soldiers for Life.

Vision. Ensure that all Army National Guard (ARNG) Soldiers and their families are assisted by knowledgeable and trained ARNG Retirement Services Officers to make the transition from active military service to active Soldiers for Life successful.

Retirement Services Officers educate Service Members and their families on retirement benefits and entitlements; provide notice of eligibility; provide the Reserve Component Survivor Benefit Program (RCSBP) briefing and counseling; validate and provide RPAM statements; and conduct planning seminars to ensure the Service Member’s successful transition to retirement.

Retirement Points Accounting Manager (RPAM) Managers are responsible for managing and maintaining accurate records of retirement points for Soldiers, ensuring they have the correct information for their retirement planning.

Transition Centers educate Service members and their families to understand their rights, benefits, and entitlements related to retirement. Transition center personnel execute the retirement process for length-of-service retirements.
