Major General Dean Allen Youngman, was appointed as the 50th Adjutant General of the Commonwealth of Kentucky by Governor Paul E. Patton on 10 August 2001.

General Youngman was commissioned through Infantry Officer Candidate School on 16 April 1970. Significant active duty assignments included tours with the 8th Special Forces Group (Airborne), the Military Assistance Command, Vietnam and the 101st Airborne Division (Air Assault).

In 1997, he was selected to represent the Reserve Components on the staff of the National Defense Panel. From June 1998 to June 1999 he served in the Office of the Assistants to the Chairman, Joint Chiefs of Staff, for National Guard and Reserve Matters. From June 1999 to July 2000 he served as the Special Assistant to the Commanding General, United States Army Armor Center, Fort Knox, Kentucky.
