BRIGADIER GENERAL R. ANTHONY HAYNES

 

Brigadier General R. Anthony Haynes is the Special Assistant for Air Operations, Plans and Requirements, Air National Guard, Washington, DC (NGB/A3/A5) and is responsible for the resourcing, training, and equipping of all ANG fighter, mobility, rescue, and operational support units. General Haynes is accountable for the operational readiness of over 106,000 personnel in 88 ANG flying units comprising over 1,300 aircraft.

He earned a Bachelor of Arts degree in International Studies and an Air Force Reserve Officer Training Corps commission from the University of North Carolina at Chapel Hill in May 1973. General Haynes entered the Air Force in October 1973 to attend Undergraduate Pilot Training at Moody Air Force Base, Georgia, graduating in November 1974. He joined the Massachusetts Air National Guard in 1981 and transferred to the Virginia Air National Guard in 1984. He held numerous command positions at the squadron and wing level. In 1996, as the operations officer and detachment commander, General Haynes deployed with the 149th Fighter Squadron, to the 7440th Composite Wing (Provisional) Incirlik Air Base, Turkey, and the 4190th Composite Wing (Provisional), Aviano Air Base, Italy. General Haynes flew and led offensive counter-air, interdiction, and close air support missions in support of Operation Provide Comfort II, enforcing the no-fly zone over northern Iraq, to support the United Nations' humanitarian aid and peacekeeping missions. In support of Operation Decisive Endeavor, he flew and led armed reconnaissance and close air support missions over Bosnia-Herzegovina, providing strategic intelligence for the Dayton Peace Accords agreement. In 2001, as the Virginia Air National Guard Headquarters Director of Operations, he flew and led numerous sorties in support of Operation Noble Eagle to include Combat Air Patrols over New York City and Washington, D.C. General Haynes is a command pilot with 4,483 hours including Provide Comfort II and Decisive Endeavor combat missions.

In 2002, General Haynes served as the Chief of Staff, Headquarters Virginia Air National Guard. In 2004, General Haynes assumed the duties of the Deputy Adjutant General for Air, Joint Forces Headquarters Virginia, Air Component, based at Richmond International Airport. General Haynes led the Virginia Air National Guard and primarily advised the Adjutant General of Virginia on Air National Guard affairs both State and Federal. Additionally from 2003 through 2005, General Haynes served as the special assistant to the Director, Air National Guard for Base Realignment and Closure.
