Brigadier General William J. Marshall III assumed duties as Deputy Commander, State Area Command (STARC), New Jersey Army National Guard, Fort Dix, New Jersey on March 12, 1998. As Deputy Commander, he serves as the principal advisor to The Adjutant General, New Jersey and supervises the 57th Troop Command, the NJARNG High Technology Training Center and the New Jersey Military Academy. He also coordinates the activities of Headquarters, Senior Staff Officers in reviewing the adequacy, timeliness and quality of NJARNG programs.
The General's National Guard military service began in 1965. He was commissioned as a field artillery officer in 1972 following Officer Candidate School. His entire military career has been in the New Jersey Army National Guard. Prior to his current assignment, Brigadier General Marshall served as Chief, Training Division, Headquarters State Area Command, New Jersey Army National Guard. In this capacity, General Marshall was responsible for the development, execution and evaluation of training plans throughout the New Jersey National Guard.

Retired after 29 years service with the Township of Montclair Police Department. Presently working as an independent consultant to Rutgers University on projects for the Defense Advanced Research Projects Administration (DARPA) and the National Science Foundation (NSF).
The projects 'Disciple' and 'Stimulate' developed in the course of Colonel Marshall's work with Rutgers University have received international acclaim for innovation, research and development excellence in providing computer aids for industrial performance.
