Major General James (Jim) M. Miller assumed duties as The Adjutant General, Utah National Guard, on 1 October 1994. As the Adjutant General for the state of Utah, he is responsible to direct, manage, and control all aspects of the Army National Guard (ARNG) and the Air National Guard (ANG) military functions and directs program operations throughout the state. He is the state's senior Army and Air National Guard management official and serves as the principal military advisor to the Governor. He assures overall wartime unit mobilization readiness by ensuring all units are adequately staffed, trained, equipped, supported and administratively prepared for state and national emergencies.

The General began his military career on October 11, 1954, when he enlisted in the Utah Army National Guard. He was commissioned as an artillery officer following Artillery Officer Candidate School. Prior to this assignment, Major General Miller served as Deputy Commanding General, Army National Guard (Training), Training and Doctrine Command (TRADOC) and Corps Artillery Commander, I Corps Artillery (redesignated from XI Corps Artillery).
