Brigadier General Neel assumed the duties of the Deputy Commanding General, District of Columbia Army National Guard (DCARNG) on June 10, 1996. As the Deputy Commanding General, he guides the formulation, development and implementation of all DCARNG programs, and insures the operational readiness of all Army units. The DCNG is unique in that it is not a State or Territory, the Commanding General and the Deputy Commanding General, Army, are appointed by the President. By law the Deputy Commanding General, Army, is the TAG and reports directly to the Commanding General, who for the purposes of the DCNG is the Governor.
The General began his military career in 1963. He was commissioned as a field artillery officer after attending Officer Candidate School in 1966. He volunteered for active service and completed Army flight school in 1969, and subsequently served in Viet Nam as an attack helicopter pilot. Following his departure from active service, Brigadier General served as a career aviator in a variety of DCARNG aviation assignments, including State Aviation Officer. Prior to this assignment, he served as the Commander, 74th Troop Command.

In his civil service capacity, Brigadier General Neel is the Deputy Director of the District of Columbia National Guard (Army and Air) and reports directly to the Director, Major General Warren L. Freeman. Brigadier General Neel was a traditional Guardsman during the period May 1975 and June 1996. During that time he pursued a civil service career which included service as a Department of the Army Civilian Flight test Pilot with the US Army Night Vision and Electronics Laboratory; as a DOD Civilian with the office of the Under Secretary of Defense for Acquisition; and, as the Manager of the International Programs Office, HQ Federal Aviation Administration.
