Major General John E. Blair assumed duties as the Adjutant General, New Hampshire National Guard on November 1, 1994. MG Blair serves as Military Chief of Staff to the Governor and is the Executive Head of the Adjutant General's Department. As Adjutant General, he oversees all aspects of the Adjutant General's Department, which includes Army and Air National Guard and the New Hampshire Veteran's Cemetery. It is the duty of the Adjutant General to direct and plan the deployment of the forces of the New Hampshire National Guard in carrying out state military missions; establishing unified command of state forces when jointly engaged and perform such military duties under the Governor's direction. Should the Governor and those who would act in succession to the Governor under the constitution and laws of the State of New Hampshire not be able to perform duties of commander-in-chief, the Adjutant General would command the militia. As the Adjutant General for the State of New Hampshire, MG Blair acts as liaison for several state committees, commissions, and cabinets. His duties and responsibilities also include interaction with various state, federal and military officials as well as the State Partnership for Peace initiative in El Salvador.
