Major General Thomas Kinley assumed duties as the Commander, 42d Infantry Division, New York Army National Guard on October 7, 1996. As Commander, he provides command and control to a mechanized infantry division by assigning missions, allocating resources and means, establishing goals and objectives and providing leadership and guidance to ensure the success of the Division in combat.
The General's military service began in 1966. He was commissioned an armor officer following Officer Candidate School in 1968. Prior to his current assignment, Major General Kinley served as Assistant Adjutant General, State Area Command, Vermont Army National Guard and most recently as Assistant Division Commander (Maneuver), 42d Infantry Division, Vermont Army National Guard. In that capacity, General Kinley was responsible for planning and monitoring training throughout the Division to ensure the highest level of readiness, determine innovative ways to conduct training, maintain close relationships with the Divisions combat elements and evaluate the staff's proficiency for BBCTP.
