BRIGADIER GENERAL MAURICE M. MCKINNEY

Brig. Gen. Maurice M. McKinney served as the Mobilization Assistant to the Commander, Cyber National Mission Forces (CNMF). In this assignment, General McKinney was responsible for Reserve Component integration (Air Force Reserve and Air National Guard, Army Reserve and Army National Guard, Coast Guard Reserve, Marine Reserve, and Navy Reserve) into CNMF full-spectrum cyber operations.Prior to this assignment, General McKinney served as the Acting Vice Commander, Air University, Missouri Air National Guard Chief of Staff, and ANG Assistant to the Commander, Air University. Prior to these assignments, Gen. McKinney served as U.S. Cyber Command's Director, Persistent Cyber Training Environment where he led their $450M Persistent Cyber Training Environment capability development and requirements program.
General McKinney’s previous DoD and Intelligence Community (IC) leadership assignments included positions at the U.S European Command, U.S. Air Forces Central, U.S. Transportation Command, National Guard Bureau, Air National Guard Readiness Center, Office of the Director of National Intelligence (ODNI) National Intelligence Manager for Cyber, National Counterterrorism Center, Director, Joint Unified Cross Domain Services Management Office, and IC Chief Information Office.
General McKinney is published author and national cyber and information technology strategic thought leader. General McKinney’s published doctoral dissertation, introduced a Five-Stage Global Telecom Maturity Model (copyrights reserved) to measure China’s telecommunications investment maturity in a nation-state. His Air War College thesis introduced a notional approach to employ National Guard cyber forces to support federal and state cybersecurity operations and emergencies. General McKinney’s Air Command and Staff College paper received the 2006 Armed Forces Communications and Electronics Association research honor award.
