Brigadier General John D. Rice is
chief of staff, Headquarters, New Mexico Air National Guard. His scope of authority includes command and control, direct operations and establishing policy to insure readiness of the New Mexico Air National Guard.
Since September 11, 2001, he has completed six temporary duty assignments as a
Continental NORAD Battle Commander, 1st Air Force Headquarters, Tyndall Air
Force Base, Florida. For the past three years he has served as the Co-Chair,
United States Air Force Airspace/Ranges Council, Southwest Region. One of his major responsibilities is the oversight of the Human Resources policies and procedures for the New Mexico Air Guard. This includes promotions, awards and decorations, manning, and readiness. He also has the oversight of EEO issues and coordination of wing deployments. He represents the New Mexico Air Guard on the State Emergency Preparedness board. He is a senior liaison representing the New Mexico Air Guard at the National Guard Bureau and at all ANG Senior Leadership Conferences. General Rice also serves as chairman, New Mexico National Guard Joint Space Initiatives Council. General Rice commanded four National Guard Bureau multi-unit A-7D exercises at Spangdalem Air Base, Germany, and three multi-unit exercises at Osan Air Force Base, South Korea, from 1987 to 1996. In 1991 he competed in Gun Smoke and served on the A-7D low altitude night attach and night vision goggle test team.
