CIVILIAN OCCUPATION
Deputy Program Manager (PM) and Senior Principal Engineer Manager, Raytheon Technologies Corporation. Responsible for managing the cost, schedule, execution, staffing, risks and opportunities, and product road map for approximately 65 people and $153.1 million of budget for the Barracuda Mine Neutralizer Program. Coordinates with Program Manager to develop quarterly Estimate At Completion (EAC), monthly Program Reports to the Naval Power Leadership Team. Coordinates with the Navy on weekly updates, monthly PM IPT updates, Quarterly Program Reviews, and customer action items. Led team through and Over Target Baseline/Over Target Schedule (OTB/OTS) reprogramming effort, and Gate Reviews. Provides Customer and Raytheon Senior Vice Presidents with periodic updates on the status and execution of the Programs. Responsible for the career development of these engineers and provides recommendations to senior management on staffing for 130 engineers in the Naval Software Department, Software Engineering Directorate, Raytheon Missile and Defense, Raytheon Technologies Corporation. Possesses over 35 years of leadership, software engineering in multiple industries to include defense, logistics, manufacturing, advertisements, and media. BG Merlino is Program Management of Excellence (PMX) Level 5 certified, member of IEEE, Scrum Inc, Boston’s Software Process Improvement Network (SPIN) and actively participates in Raytheon’s Software Initiative For Tomorrow (SWIFT).
