Brigadier General Andrew J. Donnelly

Brigadier General Andrew J. Donnelly serves as the Vice Director of Domestic Operations and Force Development (J3/7) for the National Guard Bureau. He assists the Director, J3/7 with planning, coordination, and integration of all aspects of National Guard activities relating to domestic operations at the national level. In support of the J3/7 Directorate, he is involved with the National Guard Bureau's Coordination Center, Counterdrug program, current and future domestic operations planning, and joint exercises and training, as well as the Chemical, Biological, Radiological, and Nuclear Response Enterprise. He also advises senior civilian and military leaders at the national and state-level on matters related to domestic operations.

General Donnelly received his commission through the Air Force Reserve Officer Training Corps from the University of Nebraska, Omaha in 1984.  He earned his pilot wings at Reese Air Force Base, Texas in 1985 and is a command pilot with over 3,700 flight hours.  He has served as an F-15E and F-111 instructor pilot, flight examiner, and mission commander. He is a Fighter Weapons Instructor Course graduate and a graduate of the Navy Strike Leadership Attack Training Syllabus.  He joined the Colorado Air National Guard as a Traditional Guardsman in 2000. He later joined the DC ANG, where he served as the commander of the 113th Aircraft Maintenance Squadron, and later as commander of the 113th Maintenance Group. General Donnelly also served as Commander, 201st Airlift Squadron in the District of Columbia Air National Guard, where he flew the Speaker of the House, Congressional members, and the First Family on various worldwide missions.
