Major General David M. McMinn
Maj. Gen. David M. McMinn is the Commander and Chief of Staff for the Texas Air National Guard. He is the principle advisor to the Adjutant General for all Air National Guard issues. Additionally, he is responsible for formulating, developing and coordinating all programs, policies, and plans for three flying Wings and more than 3200 Air National Guard personnel throughout the State of Texas. The largest operational units of the Texas Air National Guard are the 136th Airlift Wing, 147th Reconnaissance Wing, and the 149th Fighter Wing.
General McMinn received his commission in the Air Force upon graduation from Clemson University in 1984. He completed Undergraduate Pilot Training at Vance AFB, Oklahoma in 1985 and was assigned to Pope AFB, North Carolina as a C-130E pilot in 1986. There, he specialized in Low Altitude Parachute Extraction System tactical air delivery and Adverse Weather Aerial Delivery System formation flying. In 1992, after serving as an Aircraft Commander during Operation Desert Shield/Desert Storm, he transferred to the Texas Air National Guard and joined the 136th Airlift Wing as an Instructor Pilot. As both traditional Guardsman and Air Reserve Technician, he served as the Chief of Training, Chief of Safety, Chief of Standardization/Evaluation, 181st Airlift Squadron Operations Officer, 181st Airlift Squadron Commander, 775th Expeditionary Airlift Squadron Commander, 321st Expeditionary Operations Group Commander, 136th Operations Group Commander, Vice Wing Commander and Wing Commander. Prior to his current position he was the Director, A-8/A9, Headquarters Texas Air National Guard. General McMinn is a command pilot with over 5000 hours in the T-37, T-38, C-130E and C-130H2 aircraft.
