BRIGADIER GENERAL PERCY G. HURTADO II

Brigadier General Percy G. Hurtado II is the Mobilization Assistant to the Director for Strategy, Policy and Programming, Headquarters United States European Command. He is responsible for formulation and staff direction of the execution of basic military political policy and planning for command activities involving relations with United States Unified Commands, Allied Military and International Military Organizations and Support Commands. Directs and supervises Security Cooperation Programs and 40 installations of the Office of Defense Cooperation (ODC) with a focus on all operations within the ODC. Represents United States European Command at Ministerial and General Staff-level Bilateral Working Groups as directed by Office of the Secretary of Defense and the Joint Staff.

He was the principal deputy to the North Atlantic Treaty Organization Training Mission Commander on all aspects of police and security guard force development during previous assignment as Deputy Commander - Police, North Atlantic Treaty Organization Training Mission - Afghanistan. General Hurtado was responsible for the force development and enlarging the capacity of the Afghan Ministry of Interior and the Afghan National Police, which was composed of over 157,000 Afghan national leaders, police, and civil servants. He provided direct oversight of the Afghan Public Protection Force development mission through training, force generation, sustainment, and financial management and oversaw a staff of over 260 military, civilian, and contract advisors. General Hurtado worked closely and in conjunction with advisors from the European Union Police, United States Federal Bureau of Investigation, the United Kingdom, Germany, and Canada to accomplish national and strategic objectives.

General Hurtado was commissioned in 1983 through the Reserve Officers Training Corps Program at McNeese State University in Lake Charles, Louisiana. In previous assignments, he has served as Commander, Afghanistan Regional Security Integration Command in Kubal, Afghanistan; Commander, 45th Field Artillery Brigade; Army Chief of Staff, Oklahoma Army National Guard; and J-5/7 Joint Force Headquarters-Oklahoma National Guard. He has commanded at the battery, battalion, and brigade level. In addition to his deployment to Afghanistan, General Hurtado has also deployed to Iraq as Commander, 1st Battalion 171st Field Artillery.
