Brigadier General Phillip M. Owens is Assistant Adjutant General - Army, Michigan National Guard. He serves as the principal advisor to the Adjutant General on joint matters and domestic operations. General Owens manages and directs the administration, coordination, planning, development, execution and supervision of all Joint Staff programs that prepare the state for contingency operations in either a federal or state emergency, to include man-made or natural disasters.

General Owens was commissioned as a Second Lieutenant in 1984 through the Reserve Officer Training Corps program at Western Michigan University, and was designated as a Distinguished Military Graduate. Prior to receiving his commission, General Owens served as an enlisted member of the 3rd Battalion, 126th Infantry Regiment, Michigan Army National Guard. General Owens has served in multiple command assignments throughout his career to include Battalion Commander, 1st Battalion, 125th Infantry, Michigan Army National Guard, supporting the Multinational Force and Observer mission in Sinai, Egypt.
