Brigadier General Scott L. Kelly is the Assistant Adjutant General for Air, Maryland National Guard, Baltimore, Maryland. As Assistant Adjutant General for Air, he serves as the Governor and Adjutant General of Maryland's principal advisor on matters pertaining to the Maryland Air National Guard. General Kelly also serves as the Commander of the Maryland Air National Guard, commanding an authorized strength of 1,564 officers and airmen with 21 A-10 aircraft. He is responsible to the Adjutant General for the overall management of the flying program and ensuring the units of the Maryland Air National Guard are organized, equipped, and trained to support federal and state missions.

General Kelly was commissioned in May 1983 as a graduate of The Citadel in Charleston, South Carolina. He flew 92.5 hours and 40 combat sorties during the Persian Gulf War and deployed in support of Operation Enduring Freedom as Vice Commander, 455th Expeditionary Group from January to July 2003. General Kelly's previous assignments include Chief of Programming, Flight Commander, Assistant Director of Operations, Fighter Squadron Commander, Operations Group Commander, Mission Support Group Commander, Wing Vice Commander and Wing Commander.
