Maj. Gen. Worthe S. Holt Jr., is Special Assistant to the Commander, United States Africa Command. In this role, he provides policy representation on behalf of the Command and the Joint Chiefs of Staff. This includes direct contribution to the development of U. S. National Security policies by the JCS and their execution by the unified commands of Army, Navy, Air Force, and Marines, allied military organizations and international military organizations in the Africa Command region. The Special Assistant negotiates with U.S. Ambassadors and host nation political and military leadership, as well as representing the Commander of United States Africa Command at ministerial and general staff level bilateral working groups.  General Holt serves as required, in the Chief of Staff role as well as many other capacities, bringing stability and continuity to this Combatant Command during a period of significant change and challenge.  Other capacities include leading cybersecurity investigations, participating in command and control exercises in both Chief of Staff and Exercise Director roles and representing the Command in numerous multinational exercises on the African continent, at the United Nations and with the Pentagon and National Capital Region.  General Holt is a Dual Status Commander.  Previously, he served as Assistant Adjutant General - Air, Minnesota National Guard. There, he assisted in the oversight and leadership of Minnesota Air National Guard units and in deploying specific strategic themes relevant to external audiences, with a primary strategic objective to maintain two high-quality Air National Guard Wings assigned to the State of Minnesota. The secondary strategic objective is to sustain and acquire relevant missions for the Minnesota Air National Guard. General Holt provided service component leadership and policy advice to the Adjutant General and enforced the policies of the Adjutant General in the Minnesota Air National Guard as the senior Air Force Officer. During his tenure as Minnesota ATAG, General Holt provided leadership and insight into the initiation of an Active-Associate relationship at the 148FW, creation of an innovative cyber mission in Minnesota, and productive support and participation in multiple Minnesota Army National Guard activities.  He served on the ANG Strategic Planning System and was the Priority 5 Communications Champion.

General Holt was commissioned in 1981 through the Medical Corps at Indiana University School of Medicine. Following completion of Aerospace Medicine Primary training at Brooks Air Force Base, Texas, and graduation from medical school, he began service as a flight surgeon. He was subsequently selected to attend Undergraduate Pilot Training. General Holt completed Pilot Training in 1984 with distinction, achieving recognition as the Distinguished Graduate, Top Academic Student and Top Aircraft Commander. He then served as a traditional fighter pilot, accumulating extensive experience with over 2000 hours in the F-4C, F-4D, F-4E and F-16 aircraft. General Holt was later accepted into the pilot- physician program and served as a Command Fighter Pilot and Assistant Operations Officer for the 113th Fighter Squadron as well as Chief Flight Surgeon and Chief of Professional Services within the 181st Medical Group. With the transition from a flying mission to the 181st Intelligence Wing, he assumed Command of the 181st Medical Group and responsibility for ushering this unit through a significant manpower and operational focus change, as well as the addition of a chemical / biological / nuclear enhanced response force package.
