Brigadier General Deborah L. Carter was the Chief of Staff, New Hampshire Air National Guard, New Hampshire Joint Force Headquarters, State Military Reservation, Concord, New Hampshire. General Carter was a principal advisor to the New Hampshire Adjutant General and Air National Guard Commander on trends and strategic issues affecting the New Hampshire National Guard, and was responsible for long range planning, budget execution, force management, recruiting and retention. She was involved in program development to support both federal and state missions including Homeland Defense and the Global War on Terrorism. General Carter was also responsible for educating the New Hampshire Congressional delegation on current issues, readiness and needs of the Army, Air Force, National Guard and New Hampshire National Guard.

General Carter was commissioned in the United States Air Force through the New Hampshire Air National Guard in 1986. Prior to receiving her commission, she served as an enlisted member of the 380th Medical Squadron in Plattsburg Air Force Base, New York and in the 157th Medical Squadron, New Hampshire Air National Guard. General Carter deployed to Afghanistan from September 2009 through April 2010, serving as the Deputy Director in the Military Liaison Office, United States Embassy in Kabul. In this assignment, she was involved in civilian-military integration efforts as well as other North Atlantic Treaty Organization related issues.
