Major General Louis H. Guernsey, Jr. assumed duties as the Deputy Surgeon General for the Army National Guard, Office of the Surgeon General on 1 November 2010. As Deputy Surgeon General, General Guernsey advised the Army Surgeon General on all matters pertaining to the health, medical readiness and training, as well as policy formation governing Army National Guard Soldiers during their transitions to and from Title 10 duty.

General Guernsey began his military service in 1983 with a direct appointment to the Medical Corps as a fully-trained pediatrician. His duty assignments have encompassed both Active and Reserve Component positions to include Army-sponsored fellowship training in pulmonary medicine. Prior to assuming his current position, he was Assistant to the Surgeon General for Mobilization, Readiness and National Guard Affairs where he assisted the Army Deputy Surgeon General in providing consultative services and strategic planning for all aspects of medical readiness, health care, medical personnel, medical operational and training issues that comprise the critical medical readiness indicators pertaining to the Army National Guard. Prior to this, General Guernsey served as Commander, Medical Detachment and State Surgeon, Delaware Joint Force Headquarters, Delaware Amy National Guard. His experience at National Guard Bureau includes membership on the Army National Guard Medical Advisory Council and its Executive Committee, as well as on the Joint Surgeon's Functional Advisory Council. He is a graduate of the Command and General Staff College and the Army War College. He is Board-Certified in both Pediatrics and Pediatric Pulmonology, and holds academic appointments at Jefferson Medical College of the Thomas Jefferson University and at the Uniformed Services University of the Health Sciences.
