Director for Plans, Office of the Under Secretary of Defense
Brigadier General Christopher D. Bishop is Principal Director for Plans, Office of the Under Secretary of Defense for Policy. He is responsible for advising the Under Secretary of Defense for Policy on matters pertaining to the development of United States national security and defense planning. General Bishop oversees the development of guidance for military campaign and contingency plans as well as the processes for the review and assessment of plans. He is also responsible for overseeing the United States global defense posture and international agreements related to United States forces stationed overseas, the Office of the Secretary of Defense's role in global force management and adaptive planning and execution. Additionally, General Bishop was the Acting Deputy Assistant Secretary of Defense in Policy for Plans from 24 February 2012 through 16 April 2012.
Prior to joining the Office of the Secretary of Defense, he served as the Vice Director for Operations, Plans, Logistics and Engineering (J3/4V), United States Joint Forces Command. He was responsible for planning, coordinating and scheduling the mobilization and deployments of United States Joint Forces Command forces in support of ongoing global operations in all combatant commands. He established and maintained partnerships among the combatant commands, services, joint forces command service components, Office of Secretary of Defense and the Joint Staff on J3/4 issues. General Bishop provided focused strategic direction, engagement and supervision of United States Joint Forces Command logistics and engineering efforts in support of the command's mission priorities of global force management, strategy and policy, joint training, capability and concept development. He was the command's lead to develop and execute the comprehensive integrated planning of information technology, information technology security, real estate and asset accountability and transition, knowledge management, information management and related areas for the United States Joint Forces Command disestablishment.
General Bishop was commissioned in 1979, through the Reserve Officer Training
Corps at the University of Vermont. He served in the Active Component and in
1983 joined the Vermont Army National Guard. He has served in all levels of
command and staff including at the brigade level. He deployed as company
commander of a 213-member combat support engineer equipment company to Saudi
Arabia, Iraq and Kuwait for Desert Storm. In the Vermont Army National Guard,
General Bishop has served as Army Chief of Staff, Troop Commander, Joint Task
Force Commander for the 2007 potential Vermont flooding, Commander, Information
Operations Training Support Center and battalion commander. He was tasked by The
Adjutant General and Vermont's Governor to conduct a comprehensive security and
vulnerability assessment of the Vermont Yankee Nuclear Power Plant post-9/11
resulting in significant security enhancements.

General Bishop worked in senior management for 21 years as the Senior Vice President, Director of Administrative Services for Chittenden Corporation - a Northern New England banking company with banks and offices in five states and Montreal, Quebec. After leaving the bank, he was the chief executive officer of a small multi-state private business for nearly 2 years.
