Brigadier General Norman E. Steen is the Director, Joint Staff, Kansas Joint Force Headquarters. His duties and responsibilities as the Director include assisting the Commander, Kansas Army National Guard and The Adjutant General in exercising command responsibilities. General Steen maintains continuous information of the Kansas Army National Guard's missions, operations, readiness, personnel strength, and overall status. He is responsible for the entire spectrum of interests relating to organization, training, equipping, planning, operations, logistics, administration and discipline. General Steen directs and supervises the coordination of special staffs and formulates staff operating policies ensuring command decisions and concepts are implemented.
He also serves as Commander of the Great Plains Joint Regional Training Center, a joint training facility that combines the nation's largest Air National Guard bombing range with co-located regional Army National Guard training facilities to form a single joint training facility. General Steen is responsible for developing and executing plans to join these existing Army and Air National Guard assets to train units up to Army battalion and Air Force squadron size in joint operations, creating joint training at the tactical level. He is also responsible for executing state plans to construct and manage a multi-venue first-responder emergency management training facility--a "Crisis City". General Steen and his staff work with military and other government agencies at local, state and federal levels to develop the infrastructure, training organization, and public information plans to prepare civilian fire departments, law enforcement, and emergency management planners to respond to crisis situations. He advises the Adjutant General on matters affecting joint training in the state, supervises a joint staff, and works directly with county and state government officials, leadership of nearby active and reserve component military installations, and senior military advisory organizations to county and state government officials.
General Norman E. Steen was commissioned a Second Lieutenant, Infantry in the Regular Army on June 10, 1978 as a Distinguished Military Graduate of the University of Minnesota's Reserve Officer Training Corps. He has served in a variety of command and staff positions as a traditional National Guard Soldier, and on active duty. Most notably, General Steen served as Commander, 1st Battalion 635th Armor and Commander, 235th Regiment Kansas Regional Training Institute.
