General Tucker was commissioned in 1979 through the Air Force Reserve Officer Training Corp Program at the University of Notre Dame. General Tucker served on active duty as an Air Force Judge Advocate for about nine years. His duty assignments included serving as Chief of Civil Law in Germany and Chief of International Law in Turkey. From 1989 to 1992, he was an Assistant Professor of Law at the United States Air Force Academy, Director of the United States Air Force Academy Comparative International Law Program and founding Co-Editor of the Journal of Legal Studies. He transferred to the Air Force Reserve in 1992 and to the Air National Guard in 1993. He has extensive operational and international law experience; in 2004 he served as Military Legal Advisor to the United States Ambassador to Iraq; in 2005 he served in the Department of Defense Office of General Counsel; he also deployed in support of operations in Honduras, Brazil and Central Asia; in 1999 he served as Legal and Economic Advisor to the High Representative in Bosnia and Herzegovina.
