Surgeon General for Mobilization, Readiness, and National Guard Affairs
Brigadier General Paul E. Casinelli served as the Assistant Surgeon General for Readiness, Mobilization, and (Army) National Guard Affairs. As such, he functioned as an advisor to the Army Surgeon General regarding medical policies affecting National Guard Soldiers and Families. He was specifically interested in the recruiting of sufficient medical assets to provide Health Service Support to the Guard both on and off the battlefield. He also served as an interface between the Surgeon General and the 54 State and Territory Surgeons, raising their concerns to the Surgeon General and the Chief, Army National Guard. Prior to this assignment, General Casinelli served as the State Surgeon and Commander, Medical Command, Connecticut National Guard.
Commissioned out of the Army Reserve Officer Training Corps as a Distinguished Military Graduate, General Casinelli was accepted into the first class of the Uniformed Services University of the Health Sciences Medical School. He then trained at Walter Reed and Brook Army Medical Centers in Anesthesiology. He successfully completed Airborne School, Pathfinder School, earned the Expert Field Medical Badge, and Novice Flight Surgeon Wings. He served as the Division Surgeon, 3rd Armor Division, in DESERT SHIELD/ DESERT STORM, deployed to SFOR-10, Bosnia, and also served as Task Force Surgeon, Task Force 185 Aviation, in Operation IRAQI FREEDOM-2, Balad, Iraq.
