Brigadier General Roger “RC” Clements is the director, Joint Staff, Joint Force Headquarters - New Hampshire. His responsibilities include ensuring New Hampshire National Guard forces are prepared to conduct joint operations to include homeland defense and security. His previous assignment was overseas as the Air National Guard Advisor to the Commander, United States Air Forces in Europe, Ramstein Air Base, Germany. In that role he advised the United States Air Forces in Europe Commander, Directors, and staff on all operations involving Air National Guard assets in United States Air Forces in Europe. He provided liaison for United States Air Forces in Europe with the National Guard Bureau, State Headquarters, and all Air National Guard units to help ensure optimum use of Air National Guard resources in the United States Air Forces in Europe theater of operations.
Commissioned in the Air Force on 2 June 1976 upon graduation from the United States Air Force Academy, General Clements entered T-37 flight training at Craig Air Force Base, Alabama followed by T-38 flight training at Williams Air Force Base, Arizona. He was then assigned to the 509th Bomb Wing at Pease Air Force Base, New Hampshire. His experience has included Aide-de-Camp to Commander 45th Air Division, Standardization/Evaluation Chief Pilot, Executive Officer to 157 Air Refueling Wing Commander, Chief of Flight Safety, and Director of Risk Management. Flight operations include support of Operations DESERT SHIELD, DESERT STORM, PROVIDE COMFORT, JOINT FORGE, NORTHERN WATCH, CLEAN HUNTER, NOBLE EAGLE and ENDURING FREEDOM. Joint operations include New Hampshire Joint Task Force commander and Terrebonne Parish Task Force commander for Hurricane Katrina relief operations. A command pilot with over 5700 hours, General Clements has flown several models of the KC-135 weapon system.
