MAJOR GENERAL DONALD E. FICK

Major General Donald E. Fick is Director, Programs, Analysis & Evaluation, J8, National Guard Bureau, Arlington, Virginia. He is responsible for joint strategic resource planning capabilities based planning, analysis and validation as well as resource oversight, guidance, policy, procedures and performance metrics. He oversees the Resource Management Oversight Division and the Force Capabilities and Requirements Analysis Division which are structured to execute processes and functions necessary for success in the planning, programming, budgeting and executing process.

General Fick earned his commission from the Air Force Academy in 1974 with a Bachelor of Science degree in Management. Following graduation from Undergraduate Navigator Training in 1975 he completed mission qualification training in the F-4. He went on to become an F-4 Weapon System Officer with assignments at Spangdahlem Air Base, Germany; Kunsan Air Base, Korea; and Seymour Johnson Air Force Base, North Carolina. In 1981, he transferred to the Missouri Air National Guard where he served as Chief of Scheduling, Chief of Training, Wing Plans Officer and Wing Chief of Safety. In November 1993, he became the Chief, Combat Plans at the National Guard Bureau in Arlington, Virginia after which he attended the Industrial College of the Armed Forces. Upon graduation, he served for five years on the Air Staff as the Air National Guard Advisor to the Deputy Chief of Staff/Air Force Air and Space Operations and Operational Capability Requirements. In May 2002, he became the Director, Air National Guard Plans, Programs, and Manpower Directorate, National Guard Bureau. He is a distinguished graduate of the Fighter Weapons School and the Weapons Controller School with over 2500 hours in the F-4.
