Commander, 38th Infantry Division
Major General Joseph L. Culver assumed duties as Commander, 38th Infantry Division on 1 October 2011.
General Culver was commissioned 10 June 1979. He is a career National Guardsman who has served at both the enlisted and officer levels. General Culver's accomplishments range from being the distinguished graduate at Officer Candidate School to Commanding at Battery, Battalion, Brigade and Task Force levels for more than nine years.
He was mobilized for Operations Desert Shield/Desert Storm, Operation Enduring Freedom, Hurricane Katrina Relief operations, and was Commander, Joint Task Force-Kentucky for the 2009 Ice Storm. He most recently served as the Commander, 38th Infantry Division, Task Force Cyclone, Afghanistan from June 2009 to August 2010.
His staff assignments include Battalion S-1, S-3 and Executive Officer, as well as Brigade Operations Officer, Executive Officer and State J-1. General Culver has served on national panels including the National Guard Association United States Personnel Task Force, the Field Artillery Advisory Council and currently serves as the Chairman of the Division Commanders Advisory Council.
