Assistant Adjutant General - Air, North Carolina National Guard
Brigadier General Fisk Outwater was the assistant adjutant general who also served as commander of the North Carolina Air National Guard. General Outwater was the primary advisor to the adjutant general of North Carolina on Air National Guard affairs both State and Federal. He was responsible for formulating plans for flying activities based on training requirements and directives from higher headquarters. He analyzed and evaluated training programs and operational readiness status to determine training effectiveness, mission capability, unit effectiveness, mission accomplishments, and problems pertaining to operations related matters. The North Carolina Air National Guard is comprised of units located at the 145th Airlift Wing, Charlotte/Douglas International Airport; 118th Combat Communications Squadron, Albemarle-Stanly County Airport; and 263rd Combat Communications Squadron, Badin, N.C.
The general began his career by receiving a commission through reserve officer training school in 1965. His first assignment was flying C-130 aircraft at Ching Chuan Kang Air Base, Taiwan, where he flew more than 100 combat missions and 250 hours combat time in Vietnam during 1967-1968. He is a command pilot with more than 5,000 flying hours.
