Director of Logistics, J4, National Guard Bureau
Major General Barry K. Coln is Director of Logistics, J-4 for the National Guard Bureau, Arlington, Virginia. He serves as the primary advisor to the Chief, National Guard Bureau for all logistics matters to include, but not limited to supply, maintenance, transportation, acquisition logistics, installation/facility, environmental issues, Emergency Management Assistance Compacts, and the domestic mobilization of the Army and Air National Guard of the States.
General Coln was commissioned in1974 through the Air Force Reserve Officer Training Corps at The Citadel, in Charleston, South Carolina. He was a scholarship recipient and Distinguished Graduate after majoring in Business Administration. He completed Undergraduate Pilot Training in 1975 and began his Air Force career flying the F-4 and F-16 aircraft. While in the Air Force, General Coln served as an F-4 and F-16 Instructor Pilot, Standardization and Evaluation Flight Examiner, United States Air Force Fighter Weapons School Instructor and Flight Commander. General Coln joined the South Carolina Air National Guard in 1986 as an F-16A and later F-16C Instructor Pilot. Positions held in the South Carolina Air National Guard include Weapons and Tactics Officer, Flying Training Instructor, Operations Plans Officer and Chief, Weapons and Training Division. In December 1990, he deployed to Operation Desert Storm and flew 40 combat missions.
General Coln commanded the 169th Fighter Wing at McEntire Joint National Guard Base in Eastover, South Carolina from July 2002 until February 2008. Prior to this assignment, his service at the National Guard Bureau included Chief of the Power Projection Division, Chief of Operations and Training and Director of Acquisition for the Air National Guard. Before taking command of the 169th Fighter Wing, General Coln was assigned to the Headquarters, South Carolina Air National Guard as the Logistics Group Commander and detailed to the National Guard Bureau as Director of Acquisition for the Air National Guard. In this position, he managed a $750 million budget to modify and modernize over 1200 National Guard fighter, bomber, transport, tanker and helicopter aircraft including associated ground equipment. His most recent assignment was Chief of Staff for the South Carolina Air National Guard also serving as Commander, South Carolina Air National Guard.
During Operation Iraqi Freedom, General Coln served as Vice Commander and
later Commander of the 379th Air Expeditionary Wing at Al Udeid Air Base, Qatar.
Under his direction, the 379th Air Expeditionary Wing flew more than 3,500
combat sorties, about 20 percent of all sorties flown by coalition air forces.
