Brigadier General Broadwater assumed duties as the Assistant Adjutant General for Installations and Homeland Defense for the West Virginia National Guard on 26 February 2002. He is the Commander of Joint Task Force Homeland Defense, which includes the NGB Joint Interagency Training Center-East and the Byrd Regional Training Institute, both at Camp Dawson, as well as the WVNG CBRNE Emergency Response Force.

Brigadier General Broadwater began his military career in 1972 upon being commissioned in the U.S. Army after completion of the ROTC program at West Virginia University. He served on active duty for two years as a Military Intelligence officer to include a tour in the Republic of Korea. He joined the West Virginia Army National Guard in 1976 as an Operational Detachment Executive Officer with C Company, 2d Battalion, 19th Special Forces Group (Airborne). He served with the 2d Battalion in various assignments culminating with his tour as Battalion Commander from 1994 to 1996. During his command, the 2d Battalion federally activated a Special Forces Company for service in Haiti for Operation Uphold Democracy while also successfully completing a Joint Readiness Training Center rotation. As Deputy Commander, State Area Command, the West Virginia Army National Guard continued to maintain its number one rating in all readiness areas.

In support of Operation Iraqi Freedom, Brigadier General Broadwater was mobilized in 2003 and served as the Deputy Director for the Center of Operations, Plans and Policy, United States Special Operations Command. He subsequently served as the Deputy Commanding General, Combined Joint Task Force Horn of Africa, Camp Lemonier, Djibouti, United States Central Command. In 2005, Brigadier General Broadwater was again mobilized to serve as Commanding General, Joint Interagency Task Force-High Value Individuals, Multi National Force-Iraq.
