Deputy Commander,
Joint Force Headquarters
Brigadier General Roger L. Shields was appointed Deputy Commander, Joint Force Headquarters, in August 2002. As Deputy Commander, he provides oversight of the Mississippi Army National Guard, and he is responsible to the Adjutant General for the overall readiness of the Army Guard with a focus on personnel readiness and functions of the fulltime workforce. He will coordinate with the Adjutant General, Major Subordinate Command Commanders, Army National Guard Staff, United States Property and Fiscal Officer and overhead commanders in establishing and implementing long range plans to assure personnel, facilities, equipment, supplies, funds, and supporting services are available to ensure the highest readiness levels possible.
BG Shields began his military career when he enlisted in the 1st Battalion, 114th Field Artillery, in 1968. He completed Federal Officer Candidate School (OCS), at Fort Benning, Georgia, and was commissioned as a second lieutenant, Field Artillery, in 1970. He served in positions of, executive officer, battalion staff officer, battery commander, and S-2, in the 1st Battalion, 114th Field Artillery and 631st Field Artillery Brigade. He subsequently served as brigade S-3 and executive officer, and on 1 May 1990, was assigned as battalion commander, 1st Battalion, 114th Field Artillery. On 1 August 1992 he was transferred to Headquarters, State Area Command, where he served in various staff assignments until he was appointed Director of Military Personnel on 9 January 1995, and Director of Plans, Operations and Training on 18 August 1997. He was named Chief of Staff of the Mississippi Army National Guard on 7 July 2000.
