WEBVTT 00:00.140 --> 00:04.720 we've 00:04.730 --> 00:06.610 been able to develop a service 00:06.610 --> 00:08.443 essentially where we're going to 00:08.443 --> 00:11.210 capitalize on , you know , safely and 00:11.220 --> 00:13.331 effectively distributing that type of 00:13.331 --> 00:15.220 medical countermeasure while also 00:15.220 --> 00:16.887 trying to amP up that patient 00:16.887 --> 00:19.150 experience to go and reduce vaccine 00:19.160 --> 00:21.990 hesitancy in this case everybody had 00:21.990 --> 00:24.210 that same goal , that goal of we're 00:24.210 --> 00:26.377 going to make this the best experience 00:26.377 --> 00:28.543 for that community members as possible 00:28.543 --> 00:30.543 and by working as a team and coming 00:30.543 --> 00:32.766 together as a team . I think we made an 00:32.766 --> 00:34.877 outstanding product , something to be 00:34.877 --> 00:37.043 very proud of . We spent a lot of time 00:37.043 --> 00:38.877 talking about the success of our 00:38.877 --> 00:41.043 greatest generation in World War two . 00:41.043 --> 00:43.099 Um , you know , to include our 101st 00:43.099 --> 00:45.266 airborne division brothers and sisters 00:45.266 --> 00:47.377 that are here with us . And this puts 00:47.377 --> 00:49.488 us this , this is our page in history 00:49.488 --> 00:51.599 on a 100 year pandemic and overcoming 00:51.599 --> 00:53.821 that in our own community . This is all 00:53.821 --> 00:56.043 what it's all about . The collaboration 00:56.043 --> 00:57.988 piece . It worked . It's it's it's 00:57.988 --> 00:59.988 while it may be the outlier , it is 00:59.988 --> 01:02.043 definitely a model to be used in the 01:02.043 --> 01:04.210 future . It's really been a triumph of 01:04.210 --> 01:06.490 uh teamwork and partnership . We were 01:06.500 --> 01:08.930 just astounded by like how many people 01:08.930 --> 01:11.041 that were having to get through . But 01:11.041 --> 01:13.210 then as time went on were like 6000 is 01:13.210 --> 01:15.266 easy . Like we could bump this up to 01:15.266 --> 01:16.760 7,000 8000 . 01:21.240 --> 01:23.950 It all started with a phone call to 01:23.950 --> 01:26.270 President Sands by the governor asking 01:26.270 --> 01:28.437 if if Cleveland state would be willing 01:28.437 --> 01:30.437 to support this . And of course the 01:30.437 --> 01:32.159 answer is yes . You know , the 01:32.159 --> 01:34.270 opportunity to help our neighbors and 01:34.270 --> 01:36.326 people in great need , The answer is 01:36.326 --> 01:38.492 always going to be yes . So I was told 01:38.492 --> 01:40.714 on March 1st that I was going to be the 01:40.714 --> 01:40.380 dual status commander for this 01:40.380 --> 01:44.090 operation . On March eight we started 01:44.090 --> 01:46.220 to get our team together , our staff 01:46.220 --> 01:48.540 together . And then by March 15 we were 01:48.540 --> 01:50.262 putting first shots and arms . 01:50.370 --> 01:52.426 Initially we did a lot of planning a 01:52.426 --> 01:54.037 lot of meetings and a lot of 01:54.037 --> 01:56.148 coordination and collaboration uh not 01:56.148 --> 01:58.370 just at the local level but also at the 01:58.370 --> 02:00.537 state and the federal level . A lot of 02:00.537 --> 02:03.350 work had to go into uh ensure that the 02:03.360 --> 02:05.650 100% cost share , meaning providing 02:05.660 --> 02:08.520 equipment and resources and funding and 02:08.520 --> 02:10.687 the D . O . D . And the National Guard 02:10.687 --> 02:12.687 support here within the state would 02:12.687 --> 02:14.909 arrive on time . Set up and be ready to 02:14.909 --> 02:16.964 give shots . Uh as soon as they were 02:16.964 --> 02:19.131 needed , only took about seven days to 02:19.131 --> 02:21.187 solve this problem set get the right 02:21.187 --> 02:23.242 assets in place , personnel in place 02:23.242 --> 02:25.353 with all of our systems processes and 02:25.353 --> 02:27.464 they've been proven over the last six 02:27.464 --> 02:31.350 or eight weeks , I had the 02:31.360 --> 02:34.040 pleasure of having my 1st and 2nd dose 02:34.050 --> 02:36.050 at the community vaccination center 02:36.050 --> 02:38.272 here have also been a huge advocate and 02:38.272 --> 02:41.120 proponent of making sure the community 02:41.120 --> 02:43.231 in general , but especially the black 02:43.231 --> 02:45.453 community and disadvantaged communities 02:45.453 --> 02:47.676 get access to the vaccine here . If you 02:47.676 --> 02:49.898 look back on how this pandemic affected 02:49.898 --> 02:52.009 the black and brown community African 02:52.009 --> 02:54.740 Americans , Asians , Hispanics , Latin , 02:54.750 --> 02:56.639 X . You know , the administration 02:56.639 --> 03:00.260 thought that it had to set up a 03:00.270 --> 03:02.326 several sites around the country and 03:02.326 --> 03:04.610 total in total of 39 sites eventually 03:04.620 --> 03:07.560 to make sure that there was access to 03:07.570 --> 03:10.330 uh to to this life saving vaccine for 03:10.330 --> 03:12.330 those that were most vulnerable and 03:12.330 --> 03:14.441 most hit during this pandemic . Got a 03:14.441 --> 03:16.441 number of community members who are 03:16.441 --> 03:18.663 hesitant on receiving the vaccine . But 03:18.663 --> 03:20.886 what they said to me was when they came 03:20.886 --> 03:23.052 everyone , especially the guard uh and 03:23.052 --> 03:24.774 the military greeted them with 03:24.774 --> 03:26.941 pleasantries , smiles . It just helped 03:26.941 --> 03:28.997 to ease any concerns that they might 03:28.997 --> 03:31.219 have had because they felt like all the 03:31.219 --> 03:33.052 people that were navigating them 03:33.052 --> 03:35.219 through the process really cared about 03:35.219 --> 03:37.219 their safety . I think that it is a 03:37.219 --> 03:36.990 path for the future . There are 03:36.990 --> 03:39.212 measures that we have never done in our 03:39.212 --> 03:41.379 health care system that we've done for 03:41.379 --> 03:43.490 the pandemic . That should be routine 03:43.490 --> 03:45.657 when we come together as a community . 03:45.657 --> 03:47.712 It doesn't matter where we're coming 03:47.712 --> 03:47.400 from , either in the military or 03:47.400 --> 03:49.400 community members like when we come 03:49.400 --> 03:51.233 together , we all can accomplish 03:51.233 --> 03:53.456 something that if we weren't together , 03:53.456 --> 03:55.456 it wouldn't make me go that far for 03:55.456 --> 03:57.511 that . That big of an impact . So we 03:57.511 --> 03:59.011 can take the same level of 03:59.011 --> 04:01.178 collaboration and two other big issues 04:01.178 --> 04:03.178 that we're trying to address as the 04:03.178 --> 04:05.233 community . I think we can see swift 04:05.233 --> 04:07.344 and immediate impact . The woman came 04:07.344 --> 04:09.178 up to me afterwards . She was an 04:09.178 --> 04:11.400 elderly homeless person and she gave me 04:11.400 --> 04:13.622 a hug and she said thank you for coming 04:13.622 --> 04:15.622 and not forgetting about us because 04:15.622 --> 04:17.733 sometimes I feel that the rest of the 04:17.733 --> 04:21.660 world has . So when 04:21.660 --> 04:23.771 you look at this facility and we were 04:23.771 --> 04:25.882 looking at the floor , we were trying 04:25.882 --> 04:28.049 to figure out how we were going to get 04:28.049 --> 04:30.049 6000 community members through this 04:30.049 --> 04:32.271 process . And we just didn't think that 04:32.271 --> 04:34.438 the floor was big enough to be able to 04:34.438 --> 04:36.493 use that traditional model where you 04:36.493 --> 04:38.382 have a waiting area and shots and 04:38.382 --> 04:40.549 another waiting area . So we had to be 04:40.549 --> 04:42.830 creative and lo and behold Ohio E . M . 04:42.830 --> 04:45.830 A . Just happened to have dr dan baker 04:45.840 --> 04:48.690 who did his thesis on mass vaccinations 04:48.700 --> 04:50.756 by going and seeing the impact for a 04:50.756 --> 04:53.060 very large influx of people into one 04:53.060 --> 04:55.230 facility . We started to realize the 04:55.230 --> 04:57.920 barriers that we're going to occur when 04:57.920 --> 05:00.087 we had some type of a patient movement 05:00.087 --> 05:02.031 model which is where we have those 05:02.031 --> 05:04.253 different tables and stations of people 05:04.253 --> 05:06.476 moving to and through . There was a lot 05:06.476 --> 05:08.531 of convincing that had to be done by 05:08.531 --> 05:10.642 the by the guard , the guard and also 05:10.642 --> 05:12.587 the state to say this is the right 05:12.587 --> 05:14.753 model because that initially we wanted 05:14.753 --> 05:16.753 to get as many people through as we 05:16.753 --> 05:18.809 could and we were little . We were a 05:18.809 --> 05:20.920 little hesitant . But after the first 05:20.920 --> 05:23.087 few days we saw the numbers still at a 05:23.087 --> 05:25.650 high , at a high level . We threw some 05:25.650 --> 05:27.872 additional troops at it and it worked . 05:27.872 --> 05:29.983 This is all what it's all about . The 05:29.983 --> 05:32.094 collaboration piece . It works . It's 05:32.094 --> 05:34.317 it's it's while it may be the outlier , 05:34.317 --> 05:36.483 it is definitely a model to be used in 05:36.483 --> 05:38.650 the future . What we developed was the 05:38.650 --> 05:40.650 stationary patient model , which is 05:40.650 --> 05:42.872 what you see around here right now . So 05:42.872 --> 05:44.983 instead of seeing a lot of chairs and 05:44.983 --> 05:46.983 our tables and different stations , 05:46.983 --> 05:49.150 there's tons of chairs . So we've been 05:49.150 --> 05:51.372 able to actually utilize all the square 05:51.372 --> 05:53.483 footage that we have in this facility 05:53.483 --> 05:55.650 to maximize the throughput level for a 05:55.650 --> 05:57.983 vaccine clinic . The floor layout works , 05:57.983 --> 06:00.150 works the best that I think anybody in 06:00.150 --> 06:02.317 the country could ask for . Um and the 06:02.317 --> 06:05.760 throughput is super fast . Um from the 06:05.760 --> 06:08.900 time that the doors opened at 07 30 in 06:08.900 --> 06:10.956 the morning to the first shot in the 06:10.956 --> 06:13.178 arm is usually around four minutes . Um 06:13.178 --> 06:15.456 and that's from the time they check in , 06:15.456 --> 06:17.567 have a seat . The ipad operator comes 06:17.567 --> 06:19.678 up , Check verifies their information 06:19.678 --> 06:21.678 shot given band aid closed and then 06:21.678 --> 06:23.844 they get their 15 minutes . Um So it's 06:23.844 --> 06:26.011 about a 17 minute process depending on 06:26.011 --> 06:28.067 how long it takes him to walk in and 06:28.067 --> 06:30.122 come down to the floor . It's it's a 06:30.122 --> 06:33.350 very fulfilling filling . Uh It was 06:33.350 --> 06:35.620 very , very nervous obviously to go and 06:35.620 --> 06:37.842 see this , you know , roll out saying , 06:37.842 --> 06:40.009 oh , you know , we'll we'll see how it 06:40.009 --> 06:42.176 goes . Like I was confident that we've 06:42.176 --> 06:44.231 already implemented this indian as I 06:44.231 --> 06:46.342 said before , but when you go and see 06:46.342 --> 06:48.398 there's a there's a time lapse video 06:48.398 --> 06:50.398 showing the progression of how this 06:50.398 --> 06:52.620 moves . So it looks like a big conveyor 06:52.620 --> 06:52.490 belt and people just continuously 06:52.490 --> 06:54.712 streaming into the Wall Street center . 06:54.712 --> 06:56.879 Um but then when you go and ask people 06:56.879 --> 06:58.657 say hey you know , how was your 06:58.657 --> 07:00.712 experience , how did everything go ? 07:00.712 --> 07:02.712 Could we do anything better , doing 07:02.712 --> 07:04.823 some of that quality improvement ? Um 07:04.823 --> 07:06.934 and they said no this is phenomenal . 07:06.934 --> 07:09.490 It's very very humbling and it really 07:09.490 --> 07:11.657 makes me feel like I truly did make an 07:11.657 --> 07:13.323 impact during this pandemic . 07:15.340 --> 07:19.560 So 07:19.560 --> 07:21.810 this operation is really unique in that 07:21.810 --> 07:24.290 we have title 10 active duty and title 07:24.290 --> 07:26.720 32 National Guard working together and 07:26.730 --> 07:29.260 really other community members working 07:29.260 --> 07:31.870 together and all of that effort needs 07:31.870 --> 07:35.080 to flow into one unified effort . Which 07:35.080 --> 07:37.300 is part of what this dual status 07:37.300 --> 07:39.540 command is all about having one single 07:39.540 --> 07:41.880 point of contact that controls all the 07:41.880 --> 07:44.430 operations . Are folks came together 07:44.650 --> 07:48.390 from facilities from contracting from 07:48.400 --> 07:51.410 IT from food services . Even our 07:51.410 --> 07:53.310 students who volunteered the last 07:53.310 --> 07:55.143 impression that I have from this 07:55.143 --> 07:56.643 mission is just seeing the 07:56.643 --> 07:58.477 collaborative work that happened 07:58.477 --> 08:02.120 between the state and uh the National 08:02.120 --> 08:04.510 Guard and the military and then local 08:04.510 --> 08:07.220 officials . So and our federal partners 08:07.220 --> 08:09.430 as well . But being able to really see 08:09.430 --> 08:12.950 such a collaborative approach um to 08:12.950 --> 08:15.950 something that is going to likely be 08:15.950 --> 08:17.880 the largest type of incident 08:17.890 --> 08:21.220 operationalized response in our career . 08:21.220 --> 08:24.170 We uh quickly adapted to the floor plan 08:24.170 --> 08:26.170 and the expectation that we run a 08:26.170 --> 08:29.980 hospitality model . Um , so we had 08:29.980 --> 08:32.147 leaders at all levels levels , solving 08:32.147 --> 08:34.147 problems that were well above their 08:34.147 --> 08:36.470 scope uh to make this uh , run as 08:36.470 --> 08:39.160 smoothly as it does . We managed to 08:39.160 --> 08:40.993 come together . I'm working with 08:40.993 --> 08:42.938 different uh personnel , different 08:42.938 --> 08:44.938 branches , civilians and military , 08:44.938 --> 08:47.170 active duty National Guard and watching 08:47.170 --> 08:49.114 all of that blend together because 08:49.114 --> 08:51.170 we're all focused on getting through 08:51.170 --> 08:53.337 this very tough time right now because 08:53.337 --> 08:55.503 we all want to get back to normal . So 08:55.503 --> 08:57.448 it's been a very good experience . 08:57.448 --> 09:02.290 Part 09:02.290 --> 09:04.346 of our , you know , customer service 09:04.346 --> 09:06.610 oriented operation here is to ensure 09:06.610 --> 09:08.610 people feel comfortable because you 09:08.610 --> 09:10.832 have people with all different types of 09:10.832 --> 09:12.888 emotions coming in here . You know , 09:12.888 --> 09:14.943 you know , they love the operation , 09:14.943 --> 09:14.700 they love the thought of what we're 09:14.700 --> 09:16.700 doing , but you also have people in 09:16.700 --> 09:18.867 here that are crying when they walk in 09:18.867 --> 09:21.033 the door and there's just a whole host 09:21.033 --> 09:23.200 of emotions . So we're trying to do is 09:23.200 --> 09:25.256 make sure that we're providing every 09:25.256 --> 09:24.980 community member with dignity and 09:24.980 --> 09:27.202 respect and and the same gratitude back 09:27.202 --> 09:29.450 that they're giving us to ensure again 09:29.460 --> 09:31.516 that they're telling their community 09:31.516 --> 09:33.571 members , their congregation , their 09:33.571 --> 09:33.170 family , their co workers , their 09:33.170 --> 09:35.281 neighbors , so we can get more people 09:35.281 --> 09:37.448 down here so they can get their shot . 09:37.740 --> 09:40.090 The first thing to make it better for 09:40.090 --> 09:43.400 the community members was taking into 09:43.400 --> 09:45.456 note what they were dealing with for 09:45.456 --> 09:47.567 the last year as National Guardsmen . 09:47.567 --> 09:49.511 That was easy for us to understand 09:49.511 --> 09:51.678 because a lot of my soldiers have been 09:51.678 --> 09:53.900 dealing with the same situation . We've 09:53.900 --> 09:56.122 been in quarantine . Like our community 09:56.122 --> 09:58.344 members have , we've been in quarantine 09:58.344 --> 10:00.511 in Northeast . Ohio like our community 10:00.511 --> 10:02.733 members have and we know when they walk 10:02.733 --> 10:04.789 through the door , you know , coming 10:04.789 --> 10:06.844 out to the community , walking in an 10:06.844 --> 10:09.067 arena , seeing this uniform can be very 10:09.067 --> 10:11.067 intimidating on your way to getting 10:11.067 --> 10:13.122 that vaccine . Knowing this , It was 10:13.122 --> 10:15.820 all about um customer service . As soon 10:15.820 --> 10:17.709 as they walked in the door , just 10:17.709 --> 10:19.709 easing their minds , reminding them 10:19.709 --> 10:21.598 they are doing the right thing by 10:21.598 --> 10:23.810 getting vaccinated and just really 10:23.810 --> 10:25.699 driving home the customer service 10:25.699 --> 10:27.810 experience from the time they get out 10:27.810 --> 10:29.643 of their car to the time they're 10:29.643 --> 10:31.866 getting back into their car after their 10:31.866 --> 10:33.866 experience here at the Woolston . I 10:33.866 --> 10:35.699 feel the community's been really 10:35.699 --> 10:37.477 welcoming . Like every person I 10:37.477 --> 10:39.532 vaccinate has been very appreciative 10:39.532 --> 10:41.754 and they always thank me for my service 10:41.754 --> 10:41.260 and they always thank me for what I've 10:41.270 --> 10:43.492 done here in Cleveland . They very much 10:43.492 --> 10:45.714 appreciate it . I've had vax . I've had 10:45.714 --> 10:48.140 community members talk to me about 10:48.150 --> 10:50.261 people in the lives that they've lost 10:50.261 --> 10:52.372 due to covid and how their lives were 10:52.372 --> 10:54.317 affected and how much they greatly 10:54.317 --> 10:56.650 appreciate us being here a lot . Mm hmm . 10:58.640 --> 11:02.600 Okay . Yeah , we'll just 11:02.600 --> 11:04.670 call it a lifetime event that nobody 11:04.670 --> 11:06.948 will soon forget . It will be the next , 11:06.948 --> 11:09.281 it'll be talked about for years to come . 11:09.440 --> 11:11.662 Not just the Waldstein center , but the 11:11.662 --> 11:13.900 pandemic and then how we , we pulled 11:13.900 --> 11:16.710 together unified and started working 11:16.710 --> 11:18.910 through a problem set that that's been 11:18.910 --> 11:21.670 ongoing now for over a year . The 11:21.670 --> 11:24.460 strength of community can bring . Um , 11:25.040 --> 11:27.096 there's so much that can happen when 11:27.096 --> 11:29.207 people band together like this . This 11:29.207 --> 11:31.373 is obviously not something that can be 11:31.373 --> 11:33.429 done with one person , two people or 11:33.429 --> 11:35.700 even a small group . It's taking 222 or 11:35.700 --> 11:38.510 216 people just on our end to make this 11:38.510 --> 11:41.120 for happen . And then you have all the 11:41.120 --> 11:43.120 guardsmen here , you have everybody 11:43.120 --> 11:45.860 upstairs downstairs and we , all the 11:45.870 --> 11:47.926 CSU support people . It took a whole 11:47.926 --> 11:50.110 team and it can just be really amazing 11:50.110 --> 11:52.221 what they can bring together and make 11:52.221 --> 11:54.277 happen . What was I'm most impressed 11:54.277 --> 11:56.332 with ? Well , that's a good question 11:56.332 --> 11:55.580 because there's been a lot of 11:55.580 --> 11:57.691 impressive things here , probably the 11:57.691 --> 11:59.802 1st 10 days with all of the different 11:59.802 --> 12:01.580 organizations coming together , 12:01.580 --> 12:04.150 building those relationships , um , 12:04.240 --> 12:07.150 creating solutions on the fly that 12:07.160 --> 12:09.216 we've had to tweak maybe over time , 12:09.216 --> 12:12.510 but it's just been the people and how 12:12.510 --> 12:14.510 they've come together and made sure 12:14.510 --> 12:16.621 that , you know , we're vaccinating . 12:16.621 --> 12:18.732 Ohioans , it felt amazing because you 12:18.732 --> 12:20.843 see people walking in and out of here 12:20.843 --> 12:23.110 every day being able to have a great 12:23.110 --> 12:25.166 experience with something that is so 12:25.166 --> 12:27.520 unknown . Um , to them since we haven't 12:27.520 --> 12:29.576 had to deal with a problem like this 12:29.576 --> 12:31.810 and talking to my family and friends 12:31.810 --> 12:33.977 who are having a hard time and some of 12:33.977 --> 12:36.032 their communities finding a place to 12:36.032 --> 12:38.254 get a shot in North and we're here able 12:38.254 --> 12:40.032 to give a great resource to the 12:40.032 --> 12:42.143 community . It feels great to be able 12:42.143 --> 12:44.250 to reach out and do something 12:44.260 --> 12:46.670 worthwhile . One thing that people will 12:46.670 --> 12:48.837 always remember is when they got their 12:48.837 --> 12:51.350 vaccine and I'm very proud of the work 12:51.350 --> 12:53.620 that we have all done to make sure that 12:53.620 --> 12:55.940 we can go and provide that experience 12:55.950 --> 12:59.650 and a facility that was really not 12:59.660 --> 13:02.260 really the best fit for the patient 13:02.260 --> 13:04.720 movement model and innovate that to 13:04.720 --> 13:07.540 create a better experience . That has 13:07.550 --> 13:09.772 made more people come to go and get the 13:09.772 --> 13:12.080 vaccine as a team . If you all come 13:12.080 --> 13:14.520 together and you have one goal in mind 13:14.520 --> 13:16.742 and you're all working together as that 13:16.742 --> 13:18.798 team , you could really get anything 13:18.798 --> 13:21.020 done to think that we could could start 13:21.020 --> 13:23.880 this effort and have it going and 13:23.880 --> 13:26.100 flowing the way we have been with just 13:26.100 --> 13:28.390 two weeks of preparation , I think says 13:28.390 --> 13:31.010 a lot about how the government and 13:31.010 --> 13:33.232 community can come together when we see 13:33.232 --> 13:35.730 a problem and have a goal to reach that 13:35.730 --> 13:37.450 goal through teamwork 13:40.640 --> 13:40.960 mm hmm .
